The Indian plywood industry, comprising over 3,300 manufacturing units and supporting nearly one million livelihoods, is witnessing steady growth driven by urbanisation, real estate expansion, infrastructure development, and changing consumer preferences. Almost 90 – 95% of timber requirement of this wood-based plywood industry is being met from agroforestry wood such as Poplar & Eucalyptus in northern India and Rubber wood, Silver oak Melia dubia in southern India grown by Farmers, who have now taken up plantation of these short rotation timber species on a large scale. A large number of manufacturing units in the plywood industry operate at a micro and small scale. Plywood remains a critical input for furniture manufacturing and construction, making it one of the most important segments of the wood-based panel industry. The most popular forest wood that was used once upon a time in India for making plywood was Gurjan wood.

Timber constraint and market growth
Despite strong demand, the sector faces a key constraint in the limited availability of sustainable timber, which is essential for both operational continuity and future expansion. Nevertheless, plywood demand continues to rise due to large-scale infrastructure projects and the growing preference for modern interior design solutions. The industry is projected to grow at a CAGR of 6.74% from FY23 to FY28, reaching an estimated value of ₹306.5 billion by FY27–28.

Product
Properties, variants and applications
Plywood is valued for its strength, dimensional stability, and versatility. Manufactured by bonding thin wood veneers, it offers durability along with flexibility and is available in multiple variants such as commercial, shuttering, decorative, flexible, and marine plywood. Its resistance to humidity and cost-effectiveness make it a preferred material for furniture, interiors, and construction applications, including beds, cabinets, shelving, and concrete formwork.

Consumer trends
Demand drivers and market value
Rising disposable incomes, increasing demand for affordable yet aesthetically appealing furnishings, and the growing acceptance of ready-made furniture have strengthened market momentum. Additionally, work-from-home and hybrid work models have increased demand for home and office furniture, supporting a strong post-pandemic recovery. As a result, the Indian plywood market reached an estimated value of ₹250.5 billion in FY25, reflecting sustained growth across end-use segments.

Regulation
MOEF&CC guidelines and licensing
For the benefit of the plywood and panel industry MOEF&CC has recently issued guidelines, ie "Industries / Processing plants which use "round log / timber from species declared as agro-forestry / agricultural crop and / or exempted from the purview of the felling and transit regime in the concerned state / UT, and procurement from legitimate sources" do not require License." However, for establishing the agro-plantation based industry, they require only registration with forest department as mandated by MOEF.

Sustainability
Health and environmental considerations
Health and environmental concerns have emerged as critical considerations in panel manufacturing. Formaldehyde emissions—which were once a major health concern—have been dramatically reduced due to improved adhesive formulations, stricter regulations, and advanced emission control technologies. Manufacturers, adhesive suppliers, and researchers continue their efforts to further minimize emissions and develop eco-friendly, low-emission binders. Additionally, volatile organic compounds (VOCs) emitted from wood and adhesives are now under scrutiny. The industry is exploring new production techniques and material substitutes to detect, mitigate, and eliminate VOC emissions, ensuring safer indoor air quality and compliance with evolving global environmental standards.

Policy
Quality Control Order (QCO) and policy reforms
Recent policy developments have set a transformative course for the Indian plywood and panel industry. Foremost among them is the implementation of the Quality Control Order (QCO) for wood-based panel products by the Department for Promotion of Industry and Internal Trade (DPIIT). This long-awaited reform is a defining milestone in our pursuit of quality assurance, consumer protection, and international competitiveness.

The QCO introduces mandatory standards that raise the bar for product quality across the country. It has recently almost eliminated sub-standard imports and ensures that every wood-based panel product—whether manufactured locally or imported—meets stringent norms aligned with global benchmarks. This regulatory shift will not only enhance consumer trust but also boost the credibility of Indian products in international markets.
